additional tariff parameters, where do i find that tab?

This is for fixed tariffs.
There is a checkbox under fixed tariffs to 'Specify Unit Quantity Per Meter Account'.
If you enable that, you are asked to specify the fixed charge for each customer under Edit->Meter Account.
