We had a similar request recently, but that had to do with letting people know through the month via hardcopy of the 'progress' of their bill towards the end of the month before they actually get billed.
As for sending the readings on their own, we don't really do that currently, but we send the readings with a bill document. You can set the billing period to be weekly or daily, and it will then run the bill (including readings) and email it to you.
